Federal Audit Exposes Massive Illegal Land Sale in Famous Islamabad Society

A major housing society in Islamabad is in hot water after a federal audit found it illegally sold off nearly 200 kanals of land that was never supposed to be for sale.

It turns out that Jinnah Garden Housing Society allegedly took land that was specifically set aside for public amenities—think parks, playgrounds, schools, and even graveyards—and carved it up into residential plots. These plots were then sold to buyers, a move that goes directly against Islamabad’s planning and zoning laws.

According to the latest audit report, the value of this illegally sold public land is estimated to be a staggering Rs2 billion.

The report points out that the society didn’t just break the rules; it bypassed the Capital Development Authority (CDA) entirely. Development work was apparently done without getting the required No-Objection Certificate (NOC) from the CDA. Even more shocking, the society is accused of selling plots that were legally mortgaged to the CDA as a form of security.

On top of all this, the audit revealed that the CDA failed to penalize the society for these violations, which resulted in an additional loss of over Rs25 million to the government. The auditors were clear: the CDA should have imposed and collected a penalty but simply didn’t.

When questioned, the CDA management told auditors that the whole issue is already being heard in the Islamabad High Court. As a next step, the Departmental Accounts Committee has instructed the CDA to provide the auditors with the same report and documents that have been submitted to the court. For now, everyone is waiting to see how the court handles this massive land scandal.
